Chapter One: Introduction
1.1 Background of the Study
Amnesty programs have been widely used by governments to address militancy and insurgency by offering ex-combatants a chance to reintegrate into society. In Birnin Kebbi LGA, Kebbi State, the amnesty program has been employed as a tool for addressing militancy, particularly targeting groups involved in violent activities (Mustapha & Umar, 2023; Alhaji et al., 2024). These programs typically offer ex-combatants forgiveness and a chance for rehabilitation, including training, counseling, and financial support to help them reintegrate into their communities. However, the effectiveness of these amnesty programs in mitigating militancy and promoting peace remains contentious, with concerns over the reintegration process, the sustainability of peace, and the continued loyalty of rehabilitated individuals. This study seeks to investigate the effectiveness of amnesty programs in addressing militancy in Birnin Kebbi LGA by focusing on the experiences and outcomes of rehabilitated ex-combatants.
1.2 Statement of the Problem
While amnesty programs are designed to reduce militancy by offering combatants a path to peace, there is skepticism regarding their long-term effectiveness. In Birnin Kebbi LGA, despite the implementation of amnesty programs, militancy has not been completely eradicated, and some rehabilitated ex-combatants have returned to criminal activities (Ibrahim & Bello, 2023; Suleiman et al., 2024). The problem lies in the challenges faced during the rehabilitation process, such as insufficient psychological support, lack of vocational training, and limited opportunities for economic reintegration. Additionally, the lack of comprehensive monitoring and evaluation of these programs complicates the assessment of their success. This study aims to investigate these challenges and evaluate the overall effectiveness of the amnesty programs in addressing militancy in Birnin Kebbi LGA.

1.7 Scope and Limitations of the Study
The study is centered on Birnin Kebbi LGA in Kebbi State, focusing on the amnesty programs and their impact on militancy. It does not extend to other LGAs or examine national-level amnesty programs.
